The province has put forth a heavy blow, and recently promulgated the "total reduction plan for major pollutants in the leather industry of Fujian province", and strictly controlled the total amount of two chemical pollutants COD and NH3N.

By 2015, the COD emission of leather industry in the province has dropped by 40% compared with 2008, and NH3N emissions have dropped by 36% over 2008.

According to the plan, in the end of 2010, the scale of production was reduced to 30 thousand mark / year leather.

During the "12th Five-Year" period, the leather industry in the province will carry out dual control of discharge concentration and total discharge volume. Under the premise of ensuring the discharge of pollutants and noise in the water and atmosphere, and the disposal of solid wastes according to law, the total emissions of major pollutants in the leather industry in 2008 will decrease by 45% compared with that in 2008, and COD will decrease by 41%. In 2012, the ratio of decline in 2008 will decline by 42% compared with that in 2008, and NH3N will drop by 39% in the 2012. The ratio of decline in the ratio of 2015 to decline in the month of 12th Five-Year will be 40%, while that of NH3N will be reduced by 36%, compared with the decline of COD in the year of 2008, while the decline of NH3N will decrease by 39%.

The plan has made a detailed decomposition of the total reduction task of the nine cities and districts in the province, and requires all leather enterprises to adopt the cleaner production technology recommended by the state, adjust measures to local conditions, implement water reuse for factories, strictly carry out separate treatment of chromium containing waste water, realize the "five water diversion" of chromium containing wastewater, sulfide containing wastewater, comprehensive wastewater, domestic sewage and rainwater, and implement cleaner production audit in stages and batches.

A centralized sewage treatment plant must be constructed in the leather concentrated area. All leather enterprises and centralized wastewater treatment facilities must be installed on-line monitoring equipment. Centralized wastewater treatment facilities must be constructed with a standard central control system, and dynamic monitoring of the operation of the sewage treatment system should be carried out. The on-line monitoring equipment of the leather enterprise wastewater should be connected to the monitoring department of the local environmental protection department and the central control room of the centralized wastewater treatment facilities.

The productivity index of leather industry in Fujian ranks first in the country, and the pace of eliminating leather industry is also at the forefront of the whole country.

During the "12th Five-Year" period, Fujian will assess its leather industry's pollutant reduction targets and tasks in the 2011, 2012 and 2015 emission reduction assessment.

The results of the assessment will be included in the overall assessment of the completion of the letter of responsibility issued by the provincial government, and will be included in the performance appraisal of leading cadres.
