However, referring to the air quality during the 70th anniversary period of the victory of the war of resistance against Japan in 2015, the Beijing Tianjin Hebei Region adopted a series of measures to stop production restriction, so that haze could stick to the "last mile".

In terms of measures, in view of the prominent characteristics of NOx and VOC in summer, vehicle emissions and volatile organic compounds in industrial enterprises are taken as the main pollution control targets.

In the scope, we should take into consideration the six provinces and municipalities in Beijing and surrounding areas, and jointly carry out support work. In time, we should ensure two stages of work in the management and commemoration activities before the implementation of the commemorative activities.

During the commemorative activities, temporary control measures were focused on motor vehicles, industrial enterprises, coal-fired boilers, construction and other aspects. In order to ensure the implementation of the measures, the whole city has established a mechanism for linkage and division of responsibilities. 9 sub schemes have been formulated by the Municipal Environmental Protection Bureau, the Municipal Traffic Commission, the Municipal Economic and Information Commission, the municipal housing and Urban Construction Committee, including air quality monitoring and forecasting, the temporary traffic management of motor vehicles in the city and other provinces and municipalities, the stop production of industrial enterprises and the control of dust pollution. Districts and counties should also formulate plans for implementation of their respective jurisdictions and organize their implementation. At the same time, the municipal environmental protection and supervision departments have formulated the supervision plan, and inspected each department, district and county organizations on the basis of self-examination of the implementation of their own safeguards.

During the commemorative activities, motor vehicles, industrial enterprises, coal burning and dust control were taken as the main control objects in various provinces and municipalities, especially the elevated point sources with large regional environmental impact and the surrounding areas of Beijing as the focal points, and targeted emission reduction measures were adopted to jointly guarantee the air quality during the commemoration of the campaign.

According to the director of a local enterprise in Hebei, with the approaching of national day, some cement enterprises around Beijing, Tianjin and Hebei have begun to make plans for shut-down maintenance. The head of the enterprise said that this year's celebration will be more solemn than that of 2015, and it is in the critical period of air pollution in autumn in Beijing. Enterprises may have to stop production and reduce emissions ahead of schedule.

The biggest impact on air quality in Beijing is the 28 cities in Beijing, Tianjin and Hebei.

Municipalities: Beijing and Tianjin;

Hebei Province: Shijiazhuang, Tangshan, Langfang, Baoding, Cangzhou, Hengshui, Xingtai, Handan;

Shanxi Province: Taiyuan, Yangquan, Changzhi and Jincheng;

Shandong: Ji'nan, Zibo, Jining, Dezhou, Liaocheng, Binzhou, Heze;

Henan: Zhengzhou, Kaifeng, Anyang, Hebi, Xinxiang, Jiaozuo, Puyang;

It is worth noting that during the emergency response period of heavy pollution weather, supervision and inspection should be carried out in all parts of the country, which violates the state regulations and exceeds the standard discharge. Enterprises that have been carrying out the above acts or having other serious circumstances after administrative punishment may be investigated for criminal responsibility under other "serious pollution environment" stipulated by the law.
