British journalist Nicholas Shaxson attacked the issue in the new book Treasure Island, and said that the globalization of tax evasion would have a very negative impact on the financial and economic stability of developed and developing countries.


The United States and Britain are major tax havens. It is necessary to establish international tax law conventions.

According to foreign media reports, the European Union has formally written to the US Treasury to ask the United States to reform its taxation regulations as soon as possible so as to safeguard a fair business environment.

In his book, Shaxson also put forward proposals for establishing international tax law conventions.

He analyzed some specific enterprises, and took business attractions such as Bermuda and New Jersey as research objects.

He stressed that large enterprises often lack financial pparency and sense of responsibility, while the United States and Britain are their main tax havens.

At present, some countries have adopted the general anti avoidance rule. In the United States, the civic tax justice organization of the social activities group has proposed some specific policies and measures, which may include raising taxes on enterprises without encouraging enterprises to create profits and jobs overseas.


However, there are also some economists defending the tax haven.

In an article published in the economic perspective magazine last autumn, economist James Hines said that tax havens injected vitality into the financial market and encouraged investment in high tax countries to promote economic growth.
