Du Yuzhou: Strengthening Social Responsibility To Avoid Post Crisis

The president said that the textile industry is a traditional pillar industry in China, an important livelihood industry and an obvious industry with international competitive advantages.
It is also an industry with a high degree of marketization and internationalization in various industries in China.
Since the beginning of the new century, China's textile industry has entered an important pition period from big to strong since 2001.
The total amount of fiber processing in China has increased by 158% since 2000, while fiber production in the world has increased by 31.8% during this period.
And China's textile enterprises are not simply processed. From 2000 to 2008, the proportion of domestic sales value of the above scale enterprises accounted for sales value increased from 67% in 2000 to 78% at the end of 2008. By 2009, the domestic sales value of the textile industry had risen to 80% at the end of the financial crisis, and the proportion has increased to 81.6% in the first half of 2010.
He believes that in the new era, especially after the financial crisis, we have entered the post crisis era.
The first 20 years of twenty-first Century will be an important opportunity for us to change from an industrial power to an industrial power. In the next ten years, we need to further push forward the pformation of development mode. The core of this pformation is to further promote people-oriented and improve people's creativity.
At the same time, our brand, at the beginning of our brand building, is the Trinity - quality, innovation and quick response, which is from the product level.

This year is the second association of the textile industry association and the joint corporate social responsibility report. It is also a retrospective activity of 5th anniversary of the textile industry association's social responsibility construction work.

Since the beginning of the new century, China's textile industry has entered an important period of pformation since the 2001.
The 2010-2020 year is an important opportunity for China's textile industry to grow from strength to strength. In the major decisions of the Central Committee, the textile industry has been highly valued.
As a traditional industry, significant livelihood industries and industries with obvious competitive advantages have been strongly supported in terms of policies and resources.
Especially in the light of the changes in the international environment, the major policy of the country has given great importance to the textile industry.
The total amount of fiber processing in China has increased by 158% since 2000, while fiber production in the world has increased by 31.8% during this period.
And China's textile enterprises are not simply processed. From 2000 to 2008, the proportion of domestic sales value of the above scale enterprises accounted for the sales value increased from 67% in 2000 to 78% at the end of 2008, and by the end of 2009, the domestic sales output value rose to 80% at the end of 2009, and the proportion in the first half of 2010 has increased to 81.6%. The international competitiveness of the textile industry has been greatly improved. Meanwhile, the competitiveness of our exports has also been enhanced at the same time that domestic demand has been constantly increasing and upgrading.
As early as 1995, China was the largest exporter of textiles and clothing, and exports accounted for 12.34% of the world's total. In 2000, this proportion has increased to 14.88%. In 2008, China's exports accounted for 30% of the world's total.
Last year, under the financial crisis, China's competitiveness was further reflected, and our share in world exports increased by 32.7%.
From 2000 to 2009, our textile and clothing exports increased from US $53 billion to US $189 billion 600 million in 2008. The global financial crisis in the past 09 years led to a 9.6% decline in China's exports.

Among them, the proportion of textile industry increased from 54.54% in 2000 to 72.5% in 09, reaching 73.7% in the first half of this year.
From the perspective of the national export structure, the proportion of general trade, including the textile industry, accounted for 42.2% in 2000, and increased to 46.4% in 08 years, less than half.
This also fully shows that the international competitive advantage of the textile industry under the new situation is not only maintained, but also upgrading. It also shows that the textile industry is an important basic industry to deal with the financial crisis.
The reason for these changes is the implementation of Scientific Outlook on Development in the new century, and the implementation of a series of major policies of the central government regarding structural adjustment, industrial upgrading and coping with the international financial crisis, accelerating the technological progress, structural adjustment, regional pfer and brand building of the textile industry.
One of the important factors is that the textile industry has increased the work of social responsibility in the construction of this powerful country. Our work began to implement CSC9000T in 05 years. The preparation for this work was during the 11th Five-Year, when we carried out the education of maintaining the advanced nature of the Communist Party and studied Scientific Outlook on Development, we studied the important historical mission of the textile industry to assume the national economy in the new era.
Our team has undergone significant changes compared with the traditional Chinese textile industry.
This change is the main body of our industry. Our industrial army is not a real working class team, but an industrial team dominated by migrant workers. But the wealth and main body we create is migrant workers, who account for more than 80% of the 20 million employees.
Migrant workers are a result of quasi urbanization of migratory birds, not the fruits of real urbanization.
Their work is real industrial workers' work, and their mission is the mission of industrial workers.
Because of the restriction of China's system, their household registration is still an agricultural population. Our urbanization is not really a real urbanization. In a sense, because there are quite a lot of migrant workers in rural areas, their life in cities, their way of life, their social security and their way of thinking are all marginalized.
If our industry stays in such a phenomenon, it is not conducive to our industry upgrading, which is not conducive to our continued competitiveness.
We have fulfilled the expectations of the new economic and social development for this industry. Therefore, we have made investigations since 2003, and launched more than 60 enterprises' proposals. We should attach importance to social responsibility.
At present, enterprises are facing many international inspection factories, social responsibility inspection plants, increasing costs, which is a blow to our management, economy and spirit.
Our aim, our socialist society with Chinese characteristics, and the requirements of our harmonious society are to enhance our social responsibilities by consciously, voluntarily and self-discipline. We can not become an international worker from the fact that we rely on labor cost and rely on creativity. We must become a huge creative force in the international textile and garment industry. This will enable us to seek support from the relevant departments of the state, including the development and Reform Commission, the Ministry of labor and personnel, the Ministry of Commerce and relevant research departments.
We have also learned about international experience, the United Nations public law organization and ILO conventions and regulations on social responsibility.
In accordance with China's law and international practice, we have formulated CSC9000T according to our national conditions.

In 2005, we introduced this management regulation, which has been supported by our domestic and international counterparts.
We have also seen short films, and many of our enterprises have made speeches. The enterprises that we released social responsibility reports have become an example of implementing this standard.
Their practice shows that social responsibility is not the burden of enterprises, but the responsibility of enterprises. It is a condition for enterprise development and enterprise upgrading.
He also made us have a new understanding of social responsibility. The word "social responsibility" is not new. People's understanding of him is not from now on.
However, since the implementation of CSC9000T, the social responsibility of our industry has been fundamentally different from what is usually referred to as social philanthropy.
It is a social obligation or social responsibility to make money and contribute to the society, but he is not a system or institutional constraint on the operation mechanism and management mechanism of the industry.
CSC9000T embodies the responsibilities of workers. Later, according to a series of important meetings of the Central Committee, including some guidelines of the Central Committee in 11th Five-Year and 12th Five-Year, our social responsibilities gradually extended from labor to environment, extended to energy conservation and emission reduction, and expanded to maintain fair competition order in the market.
From an enterprise to a supply chain, from a country's supply chain to a multinational supply chain, because this is a standard universally required by modern international, we have not only carried out extensive training in China.
Moreover, as our process continues to receive international support and help from relevant organizations, we also discuss with the International Association of European trade to promote the formation of this work.
This is the globalization of the new century, and the great situation of scientific and technological progress requires that social responsibility is also a necessary condition for a pnational country, and a necessary condition for pnational allocation of resources.
In the last year of the four five year plan, the textile industry association has introduced our standards to the whole industry and internationally. This standard was soon recognized by the international community, including the United Nations, the US Trade Commission, the European Trade Commission and even the big international companies.
Some countries identify and actively seek cooperation with us.
The implementation of social responsibility is the core of Scientific Outlook on Development and the core of our textile achievements.
Therefore, in the past five years, the textile industry association has established the social responsibility Committee and the social responsibility office. They have been training corporate guidance, training management and training industrial clusters. We have carried out training in enterprises, including industrial bases at the county level.
Practice has proved that the work of social responsibility has promoted the progress of our industrial technology, reversing the low labor cost and relying on low wages and low social security, because many developed cities in rural areas are better.
After strengthening social responsibility, our enterprises shortened work hours. According to labor standards, we formally communicated with them as we entered the factory. The output of unit hours increased, the value of creation increased, the working hours of workers increased 48 hours a week, and the efficiency of enterprises increased.
The reason is that the technology has been improved, the technology level has been improved, and the circulation cost has been reduced, including inventory, circulation and terminal sales. These are all scientifically managed, which have promoted the scientific management of enterprises, achieved social and economic benefits, and played an important role in social responsibility.
At the same time, it is also a positive factor to enhance international competitiveness.
In the new era, especially after the financial crisis, we are now entering the post crisis era. If the figure shows great development in the 9 years before the crisis, it is also an important first step from big country to powerful country. If we take ten years as a step, we will realize the power in 20 years.
The first 20 years of twenty-first Century will be an important opportunity for us to change from an industrial power to an industrial power. Therefore, we are currently studying and formulating the 12th Five-Year plan for the industry association in 12th Five-Year, especially taking talents as one of the four factors, namely, strong textile technology, strong textile brands, strong textile sustainable development and strong textile talents.
The first three powers rely on the realization of a strong nation of talents, and there is no talent power. Our technological power can not achieve it. At the most time, we must buy some advanced equipment, which can not achieve our free and independent research and development creativity, and become the main driving force for the upgrading of our industry.

People are very concerned about when the Chinese textile industry can produce the world's big brands, and even put forward the goal of unified management. You have given me one hundred or even hundreds of them.
If we want to turn this expectation into reality, we must pay attention to the creation of brand ecological environment. A pine tree in Gobi can't live. An oasis can produce a big tree.
We can not ignore grass, no grass environment, no tree growing environment.
In fact, if the brand of China's textile industry does not have a good ecological environment, there is no such thing as attaching importance to technology, attaching importance to intellectual property rights, attaching importance to independent research and development, and attaching importance to the introduction, absorption, digestion and re creation. There is no such a value concept that large enterprises and small businesses should respect their own brands. Without social responsibility, it is not enough to lengthen working hours only.
Our industry is quite good at this. We don't need child labor.
If child labor is used, the industry will lose its reputation as long as 5 or 6 child labor enterprises are exposed internationally.
What is brand value? Social responsibility is also a brand value. It is the value of a country's industry.
Why? The product says that the price of manufacturing in Italy is very high.
Chinese enterprises have processed very good products for Italy, and the price of Italy brands has increased, which is the industry brand.
Therefore, we regard social responsibility as an important factor in our great power, and it is indispensable for a powerful nation in science and technology.

The international financial crisis is so serious. Why did China's textile industry begin to rise steadily from January to end of February?
Among them, we have 1/3 enterprises, especially in the 1/3 industry, which accounted for 8% of the industry's creativity, brand value and social responsibility to promote the industry has played a good role in promoting the small and medium-sized enterprises.
In the 1-6 month of this year, the output value of Enterprises above Designated Size in China's textile industry increased by 25.4% compared with that of last year, with an increase of 61% in profits and an increase of 22% in foreign exports. The domestic sales value of Enterprises above designated size increased by 28.26%.
This series of figures not only exceeded last year, but also surpassed the highest in 2008.
Therefore, we say that to be better is not to recover steadily, but to exceed the highest point in history.
On the one hand, it embodies the role of the central policy, expanding domestic demand, adjusting structure, ensuring growth and promoting people's livelihood.
It also reflects the ability of our industry to resist crisis, which is also a test of our competitiveness.
In terms of international share, we are still improving.
In the 1-6 month, the total retail sales increased by 48.2% and clothing increased by 23.8%. This is the result of the central government's stimulating domestic demand and the gradual demarcation of low-income groups.
At the same time, the improvement of our industry's innovation ability has also stimulated domestic demand. Now, quite a part of it is not because the old one is bad, but a new one, because the upgrading of consumption structure needs to be renewed.
Just as our brand enterprises and creative enterprises have stimulated this, our technological progress has increased the scale effect, reduced the relative cost, and also expanded the enthusiasm of low-income people to consume textiles.
In the 1-5 month of this year, the output value of Enterprises above designated size increased by 26.55% and employment increased by 1.34%.
According to the statistics of the provinces, according to the statistical figures of the Bureau of statistics, the consolidated wages of our industry increased by 13.96%. We encountered many reactions in the first half of the year, such as the difficulty of recruiting workers, and the cost of raw materials increased in the first half of this year, especially the cotton prices rose substantially.
Why can we also get an increase of 26.55% in output value and a 61% increase in total profit?
In the first half of the year, we mentioned that although recruitment is difficult and wage rise is a new constraint factor in our future development, it can also be said to be a contributing factor to promote our industrial upgrading.
China's economic development, China's textile progress, why the wages of workers do not increase? Wage increase in labor-intensive industries is the needs of domestic demand, wages increase, but the proportion of wage costs has not increased.
In 2010 1-5, the number of textile workers increased by 1.34%, total wages increased by 13.96%, while our sales revenue increased by 27%, and the cost of sales increased by almost 27%. The proportion of wages in unit costs dropped by 9.1%.
