In the first batch of pilot clusters in 2002, there were 38 counties and towns. By the first review in 2010, the pilot cluster reached 164.

The first review was in the year 11th Five-Year, and the "12th Five-Year" was on the way to a new journey.

The purpose of the review is to invite the cluster areas to seriously review the development of the textile cluster economy in this region, take a look at the achievements, think about experience, find a problem, and develop a train of thought for development; two, according to the pilot agreement, summarize the cooperation between the Federation and the cluster government on this platform so as to better serve the development of the cluster economy in the future.

The results of the first review were 4 pilot clusters and 15 new developments. Finally, 175 cluster areas signed a joint agreement with the Federation of textile industry during the "12th Five-Year" period.

This agreement has enriched the contents of the agreement, and comprehensively defined the specific tasks of the joint work during the "12th Five-Year" period.

For example, we have formulated the "12th Five-Year" textile industry development plan, formulated various policies and measures to support industrial development; for example, we have made solid achievements in scientific and technological innovation, equipment upgrading, brand building, environmental protection, improving the industrial chain, strengthening social responsibility, and building public service platform.

At the same time, it also talked about the existing problems and future development ideas.

Especially in the three, 2010, 2011, and three years' economic indicators, we see that every industry cluster has experienced new growth and growth.

For example, two years of two years of the main business income over 200 billion of the county, Hangzhou, Xiaoshan, Shaoxing, Shaoxing, Keqiao District, in 2012, the total sales revenue of more than 500 billion, up 38.5% than in 2010.

In the central Hubei Province, there are 5 pilot clusters, with a total increase of 68% of the main business income, as well as five clusters in the four provinces in the northwest, and they have increased by 62.7%.

The 170 clusters we passed were 19 clusters that were not included in the review in the past two years, and 8 clusters just passed. Now there are 197 pilot clusters.

According to the statistics collected from these 197 clusters (excluding duplicate calculation), the main business revenue in 2012 amounted to 34400 billion yuan.

Among them, 24900 yuan for Enterprises above Designated Size and 950 billion yuan for enterprises under the scale.

Based on the statistical data of the pilot clusters, the data of the enterprises under the regulations and the statistics of the main business income of the National Statistical Bureau in 2012, we can calculate that the total income of the main textile industry in 2012 amounted to about 7 trillion and 900 billion yuan in 2012.

The 197 pilot clusters account for about 44%.

At the same time, 197 pilot clusters have 184 thousand textile enterprises and 9 million 260 thousand employees.

The pilot cluster area really has a large scale and plays a decisive role.

In 2016, we will conduct third overall reviews of the 197 clustered areas and expect new progress in these areas.

Coupled with the efforts of the textile industry colleagues, China's textile industry cluster economy has grown rapidly and has been on the right track. Until 2008, when the international financial crisis began, troubles and challenges continued to come.

It can be said that China's textile industry clusters are facing challenges in all aspects, no matter the old clusters formed in the eastern region, or the new clusters developing in the central and western regions.

In the past, the biggest advantage of labor-intensive industrial clusters is that human resources are abundant and wages are relatively low. The four little dragons and European and American countries are squeezing them away.

As time went on, things changed.

Nowadays, the eastern part of the clustered area has many people who are employed far away from other places, and the mobility is large. Recruitment is difficult and difficult to maintain. In the central and western cluster areas, there are more and more people in tension. They also meet the challenge of young people's concept of job hunting, and meet the challenges of competition in other industries such as service industry. In the past, the situation of lack of technical personnel, design talents, management personnel and marketing personnel in the clustered area has improved greatly, but there is still a big gap between the new situation and the new situation.

In terms of wages and salaries, the wages of workers in the East have been rising steadily, and the central and western regions are not slow. The wages of textile workers in the processing industry are relatively low, and the increase is fast enough to be understood.

The eighteen biggest proposal is that the per capita income of urban residents will double in 2010 by 2020.

To raise wages, insurance and welfare benefits is a must for textile enterprises.

In terms of corporate leaders, almost all of the clusters are private enterprises, with one hundred thousand or more corporate leaders, whether their knowledge level, management level and social responsibility consciousness adapt to the development needs of the new situation.

All this can be said to be a great challenge.

In the eastern region, it is very difficult to get new industrial land. The central and western regions are not too easy now. The central government has also formally put forward the requirement of "reducing industrial land".

Environmental protection is now increasingly demanding. New standards have been introduced this year. Printing and dyeing wastewater discharge targets are very high. The eastern region is spending a lot of money to control.

Jiangxi province only approved a textile printing and dyeing control area, in Fengxin County, 50 thousand tons of indicators, of which 20 thousand tons of domestic water.

In addition, textile clusters are basically located in counties and towns. Many textile enterprises are located in villages and villages. Many of them are family workshops, equipped with machinery and equipment, and living areas are mixed with production.

At the meeting of urbanization, the Central Committee put forward "we should pay attention to preserving the original style of the village, carefully cutting down trees, not filling the lake, and demolished the houses less, and improving the living conditions of the residents as far as possible in the original village form."

To see the eighteen principles and policies formulated by the party, the decision of the third plenary session on deepening the reform in an all-round way, and the working conference of the central urbanization will provide conditions for creating the new advantages of the cluster economy.

For example, the labor force problem is the most important problem of labor-intensive industrial clusters. In the past, the eastern coastal areas, enterprises had orders, not afraid of no one to do so.

Later, the staff became nervous, and the enterprises continued to take measures. Apart from raising wages, they not only improved the dormitory conditions of employees, but also provided temporary housing for husband and wife, and even helped solve their children's schooling problems.

However, the household registration problem can not be solved, the long-term housing problem can not be solved, social security problems can not be solved, and so on, so the workforce is very difficult to stabilize.

Now the central government has targeted policies and measures for urbanization, and the counties and towns of textile clusters can use the policy of urbanization to help enterprises stabilize their employees.

The central government calls for a benign interaction between industrialization and urbanization. Urbanization must truly achieve urbanization. Industrial clusters can make use of the advantages of providing employment and help urbanization to form a new advantage of gathering and stabilizing labor force and mining demographic dividends.

In this review, many clusters want to strengthen communication and cooperation between clusters when they make suggestions for work. This shows that we have not done enough cooperation among clusters.

In 2003, President Du Yuzhou proposed that the industrial cluster area should build an innovation platform for the service of small and medium-sized enterprises, and personally cultivate the Xiqiao town of Guangdong, and then Xiqiao's experience will be promoted to the whole industry.

Over the years, many cluster areas have established public service platforms, and the contents of public services are also very rich.

We have 19 clusters of public service platform identified by the Ministry of industry as a demonstration platform, and the Federation has identified 37 demonstration platforms.

But generally speaking, the establishment of public service platform of cluster is still not balanced, and its role is not enough. We should work hard in this area to make it a real advantage in promoting cluster development.

The characteristics of products in the industrial cluster area are quite prominent, and they are famous both at home and internationally. This has laid a good foundation for the regional brand.

Regional brand has a very good public effect. When it is approved by the society, consumers and the relevant enterprises, the products in the region will be competitive, "one is flourish", and the market and benefits will be brought.

However, it is not easy to achieve this. All the enterprises producing similar products in the region, no matter whether they produce high-grade, medium or low-grade products, can not fail in integrity, quality, social responsibility and so on.

Otherwise, the regional brand will lose its luster.

Textile regional brand will bring benefits not only to textile enterprises, but also to all aspects of the region.

Most of the new clusters are formed in the central and western regions, mostly for the pfer of industries, often in the form of industrial parks. These parks are the advanced form of industrial clusters.
