According to the data provided by Shandong entry exit inspection and Quarantine Bureau, this year, from 1 to July, Shandong port The number of garment exports increased by 1.58% over the same period last year, but the value of exports decreased by 3.08% compared with the same period last year. The export value of small and medium-sized garment enterprises with export volume less than US $10 million decreased by 7.83% compared with the same period last year. Export in some areas Clothing enterprise The operating rate dropped to 60% - 70%, and the results were not optimistic. Small and micro enterprises engaged in garment export are in a difficult position.

Orders fell significantly

No. 3, Duchang Road, Qingdao, is an old style courtyard. The tall factory buildings are covered with green green Parthenocissus. At the entrance of the courtyard, the factory name of the stone carving remains: Qingdao suit factory. Today, this courtyard is actually the location of two garment enterprises, namely, Sanmei dress suit Co., Ltd., which is jointly owned by Qingdao Xintian group, Qingdao Xintian group, Limited by Share Ltd and Xintian group.

Han Qifei, assistant general manager of Xintian group, bluntly said that the company is still state-owned and belongs to the state holding small and medium-sized enterprises. "Our old suit factory introduced the suit production line from abroad in 1980, and the suit production technology has always been the leader in the same industry in China." Speaking of the history of the old state-owned enterprises, Han takes pride in his words. He told reporters that at present, more than 90% of the company's products are suits, mainly exported to Japan, with an annual output value of about 60 million yuan.

But even a garment company with strong technical strength and a long history of development is facing difficulties. "Orders in Japan began to decrease in the second half of last year. In the first half of this year, it fell by 40% - 50% compared with the same period last year. Han said, "because foreign customers are making plans for half a year or even a year ahead of schedule, so we can see that our orders will improve in the second half of the year. Apart from Japan, we are also actively contacting domestic and European and American customers."

Xintian group is a microcosm of the overall situation of small and micro enterprises in garment export industry. According to Huangdao inspection and Quarantine Bureau data, in recent years, Qingdao West Coast clothing exports have maintained rapid growth, but in the first quarter of this year, Huangdao port clothing export value was only about 41000000 U.S. dollars, down nearly 4 percentage points year-on-year.

The "big mountain" of small and micro enterprises

The current survival of small and micro enterprises in clothing export is "pressure mountain". The number of people interviewed by reporters has put the high cost of labor in the first place. The staff of the clothing department of Qingdao inspection and Quarantine Bureau told reporters that most of the more than 400 garment export enterprises supervised by the Department were small and micro enterprises. As a labor-intensive industry, the difficulty they face is the rise of comprehensive cost, which is most affected by labor cost. "At present, a number of enterprises with certain strength have considered transferring to the lower labor force in inland areas of Shandong, Henan and even Southeast Asia." Qingdao inspection and Quarantine Bureau textile department staff told reporters.

Ying Zhuang, chairman and general manager of Qingdao Xintian group Limited by Share Ltd, also pointed out that labor cost is the main problem faced by garment export enterprises. "The monthly income of ordinary workers in our company is 2000 to 2500 yuan, more than 5 years ago. But now Vietnam, Burma, Malaysia and other countries have lower labor costs, and the investment environment is improving. Many businessmen have moved to Southeast Asia. Ying Yi Zhuang also said that in addition to labor costs, clothing enterprises are also faced with natural gas consumption, higher prices and other cost pressures. Zheng Mingmei, Secretary General of Qingdao textile and garment industry association, believes that orders are not a problem for enterprises. Labor cost is a bottleneck restricting the development of garment enterprises.

Recently, EU, Japan, Korea and other major export areas of clothing in China have issued new regulations on textile and clothing safety, and put forward higher requirements for labels and ingredients of imported textiles, forcing Chinese enterprises to adopt more expensive safety, non-toxic and environment-friendly raw materials, and further increase production costs and inspection costs. Ying Yi Zhuang told reporters that clothing in developed countries Environmental protection standard Higher, raw materials are often unable to export smoothly, so the enterprise is currently processing mode of raw materials, raw materials provided by foreign customers.

Zheng Mingmei also pointed out that the shortage of funds is another important factor that restricts the development of small and micro enterprises of clothing export. "If enterprises want to upgrade and upgrade, they must have funds, but at present, loans for small and micro enterprises are still very difficult. The current policy is still not enough for them, only a small part of the short-term loans."

Difficult transformation and upgrading Road

To help lighten the burden on small and micro enterprises in clothing export, the Shandong inspection and quarantine department has promulgated the nineteen measures to support the development of Shandong's foreign trade and economic cooperation, implemented the "key assistance project for small and medium-sized enterprises", and streamlined the customs clearance process through classified management, electronic supervision and direct release, so as to fully implement all kinds of administrative expenses reduction policies. According to the new regulations and new requirements of foreign countries, it organized the training of laws, standards, instructions and testing methods for the major trading countries and regions of import commodities, and encouraged enterprises to develop their own technology and core technology through technological innovation, and create their own brands, so as to provide help and reference for effective technical trade measures abroad. But the fundamental solution lies in the upgrading of enterprises themselves.

Qingdao inspection and Quarantine Bureau of the textile and apparel department staff said that the products which were notified by foreign agencies were mostly small and micro enterprises. "Powerful large enterprises rarely have problems, but the small and micro enterprises themselves have limited technical level, and the entry threshold of the clothing industry is low, and the quality of practitioners is uneven. Many small and micro enterprises operators do not understand the relevant laws and regulations abroad. Once the economic situation changes, small and micro enterprises will be hit first.

Ying Yi Zhuang believes that in the coming years, the overall size of the domestic garment export industry will shrink. Under the pressure of high cost, many enterprises with poor strength will be eliminated. This will be a process of shuffling. Zheng Mingmei also expressed similar views.

The inspection and quarantine department recommends that garment export enterprises see the necessity of changing the way and adjusting the structure. They should adapt to the market demand at home and abroad, change from heavy quantity to heavy quality, grasp the transformation and upgrading of the industry, and put more energy into the improvement of variety, quality and efficiency. At the same time, it is also suggested that the relevant government departments should introduce local policies to guide, subsidize and assist garment export enterprises, so as to make their due contributions to the local employment problem solving, and strengthen the macro regulation and control of the whole industry, and establish a scientific and reasonable communication and cooperation mechanism between garment export enterprises and small and micro enterprises so that they can give full play to their respective advantages.
