The outline points out that it is the new expectation of our people of all nationalities to find a better job and become a great driving force for the upgrading of the textile industry.

The population of China will reach 1 billion 400 million in 2020, when the urban population will increase by 170 million compared with 2010, and the rural population will be reduced by 110 million over 2010. And with the improvement of education level, people will have a stronger expectation of better employment.

However, the current productivity of the textile industry is not enough to satisfy people's new expectations for better employment in the new era.

In the second ten years, the textile industry must maintain the employment capacity of the direct production system and expand the employment capacity of the modern service system in the industry in order to maintain the total scale of employment in the whole industry for more than 20 million people.

Before and after the introduction of the outline of building a textile power (2011~2020)

The outline of building a textile power (2011~2020) (hereinafter referred to as the "Outline") has lasted for 2 years and 8 months since September 2009, and has undergone more than ten modifications.

A total of more than 20 departments, professional associations and entities participated directly in the research and compilation of the outline.

The first stage is the preliminary research stage. In October 2009, the research work was officially launched, the planning department of the Federation took the lead, formulated the preliminary research work plan, and arranged 19 preliminary research topics.

Thematic contents include international environment, domestic demand market, resources and environment conditions, powerful country target system, scientific and technological innovation focus, and development ideas of each sub industry power.

The second stage is the in-depth development stage.

In March 2010, on the basis of a large number of preliminary studies on the form of industry facing the preliminary analysis and judgement, the outline put forward the four strategic priorities of building a textile power, building a strong textile technology nation, a strong brand country, a strong power for sustainable development, and a strong talent.

The four major strategic priorities have also clarified the direction and focus of the study.

In accordance with this basic idea, the Federation has established the general plan, the outline of science and technology, the outline of the brand, the outline of sustainable development and the five major themes of the talent outline.

In November 2010, after the direct guidance of the main leaders of the Federation, the outline of the scientific and technological progress of the textile industry in 12th Five-Year was finalized and published by the Federation.

The third stage is the stage of centralized formation.

Finally, the Federation decided to work out a unified compilation and unified publishing method of "one class, four articles".

In December, the outline draft was formed, which was discussed and passed by the third session of the Party Congress of the Federation.

The fourth stage is deepening and revising.

The honorary president once again sorted out and revised the outline of the outline, determined the development ideas and priorities of the textile power, collated a large amount of data, made a long-term measurement of the major development goals, deepened the situation judgment, guiding ideology and contents, and revised the general outline of the outline.
