The Ministry of land and resources emphasizes that in accordance with the existing law, the pfer or alteration of land use must be approved by law. The revenue from land pfer shall be managed by two lines of revenue and expenditure. Universities shall not pfer state-owned land without authorization, and repay debts with the proceeds obtained.

In view of the recent so-called "land replacement" by some universities in the media attention, the director of the Ministry of land and resources, 30, stressed that with the expansion of university enrollment and the integration of university resources, the infrastructure construction in Colleges and universities has been continuously strengthened, and the scale of land use has also expanded.

Some universities have generated debts in this process.

In order to solve the debt problem, some colleges and universities have launched the idea of "land", and intend to pfer the original allocated land to obtain the proceeds from the land to repay their debts.

Regarding this, the Ministry of land and resources is highly concerned, and once discovered, resolutely put an end to it.

This person in charge stressed that for the land use in Colleges and universities, the existing land management laws and regulations have a very clear stipulation.

The land used for education in Colleges and universities is a land allocated by the state, which is allocated by the state. The pfer or alteration of the land is approved by the people's government which has the power of ratification according to law.

Universities that use allocated land must not pfer privately.

For some colleges and universities due to historical reasons for the formation of vacant land or inefficient land use, according to the law, the development and utilization of such land must comply with the general land use planning and the overall urban planning requirements.

Land that can be used for operational development should be determined by planning, and it should be dealt with in strict accordance with relevant laws and regulations of the state.

The director stressed that according to the state's notice on regulating the revenue and expenditure management of the pfer of the right to the use of state-owned land and the spirit of the Ministry of Finance and other three departments on the management of the right to use the state-owned land, the land revenue and expenditure were fully incorporated into the management of the local fund, and the total income was paid into the local treasury. The expenditure was arranged through the local fund budget from the land revenue, and the implementation of "two lines of revenue and expenditure".

Land pfer income must not be allowed to be disposed of without authorization.

The official said that the Ministry of land and resources will strictly control new construction land in Colleges and universities.

For colleges and universities whose actual land area has exceeded the standard of all the land used by the state, the land for development in the future should be settled mainly by adjusting the existing construction land layout and revitalizing the stock land, and temporarily not allowed to supply new construction land.

For some colleges and universities that have not yet been developed, they are required to deal with them according to the relevant regulations of idle land disposal. They must be recovered and rearranged as soon as possible.
